This message including a stocktaking of the German climatic protection politics also the new UBA background paper arranges „ for climate protection concretely: Courage for acting \ " , which is published on the occasion of on 23 June 2009 in Brussels starting Green Week.
The Green Week is the annually taking place, largest environment conference of the European union (European Union) with approximately 3,500 participant inside and participants from institutions for European Union, economics, non-governmental organizations, administration and science. It stands for Climate CHANGE in this year under the slogan „ – act and Adapt \ ".
The background paper gives an overview of the recent reforms in the climatic protection politics to the Federal Government, analyzes possible obstacles for a successful conversion and designates proposals for solution.
The UBA pleads for courageous acting for the protection of the climate: So far insufficiently opened possibilities for climate protection - for instance with the energetic redevelopment of existing buildings, during the conversion of environmentalfair mobility concepts or a more emissionsärmeren supply of river and warmth - must be opened. Thus Germany needs for example an energy system, which can put a high portion of renewable energies to the Verbraucherinnen and consumers at the disposal. The energy saving regulation, which specifies maximum values for the energy consumption of buildings, may not only on the paper stand, but must effectively be converted.
The technical possibilities for a lowering of the average output at carbon dioxide of the new vehicle fleet on 95 gram carbon dioxide per kilometer (g CO2/km) in the year 2020 are present. Therefore this limit value should become also European Union law. Finally the environment does not only profit from such a structural change of the energy supply and the energy consumption; Enterprise as well as final consumer inside and - consumers can lower so their energy consumption clearly and save thus in the medium term costs.
Still the global greenhouse gas missions continue to rise. In order to avoid intolerable consequences for humans and environment, we must limit – so the international climatic advice, a committee of renowned climatologists – global warming world-wide on 2 degrees in relation to the preindustrial level.
In order not to cross this critical branch wheel threshold, all states must reduce world-wide their greenhouse gas missions so soon and as strongly as possible: Up to the year 2020 the growth of the emissions must be stopped. 2050 may be only half as large the world-wide output at greenhouse gases as in the year 1990. &
